How We Got Started

Partners Human Resources Co. began in 1998.

Beginning with a handful of clients, Partners has grown to just under 100 client companies utilizing our services in Oklahoma.  Co-founded by longtime friends John Pinard and Roger Rock, Partners has enjoyed “partnering” relationships with growing small businesses across Oklahoma.  Our focus has been on freeing companies from the burden of human resource responsibilities allowing them to concentrate on their core business values.

John Pinard begin providing HR consulting services to companies in 1987 primarily working with companies that employed 100 or more employees.  As an insurance broker specializing in employee benefits, John worked with many HR departments and often paired HR professionals together to help complement skills that a specific department was lacking.  

Roger Rock has specialized in risk management since 1985.  While purchasing property & casualty insurance products for small businesses it became obvious that many small companies were void of basic risk avoidance policies and procedures that allow companies to steer clear of liability.  “We continued to see a need beyond mandatory lines of coverage; owners needed assistance in not only selecting many of the products but also in integrating the policies with best-business practices in their business to avoid the liability that all businesses face”, said Rock.

HR project management and basic risk avoidance policies were the central theme of services offered to the first clients that Partners began providing service to in 1998. And this same integrated platform of services and products has continued to be the basis on which customers are served today.

A theme of Partners has always been to provide services that are tailor made to each of our clients.  As a regional provider of services, they are uniquely positioned to offer a personalized approach to a client that is unmatched in the outsourcing industry.
